Russia open to dialogue on nuclear non-proliferation: Putin

Russia is open to dialogue on strategic stability and nuclear non-proliferation, Russian President Vladimir Putin said on Thursday. However, there aren’t any plans for strategic talks between Russia and the US, a Russian government spokesman said.
